WhatsApp Business API pricing in the UAE (2026): what a message costs, and what you actually pay.

A WhatsApp Business API message to a customer in the UAE costs between 6 fils and 21 fils, depending on what kind of message it is. From 1 October 2026 that includes the replies your team or your AI agent sends inside a live conversation, which Meta had not charged for until then: they are billed at the utility rate, 6 fils in the UAE. The exception that matters: messages in the 72-hour window that opens when a customer arrives from your own click-to-WhatsApp ad stay free. The real cost of WhatsApp for a UAE business is still not the messages alone: it is the platform fee your provider charges on top, and the leads you lose when nobody answers. This guide separates the three.

1. The three layers of a WhatsApp bill

Meta’s message charges. Meta sets a price per message, by the customer’s country and by message category, and publishes the card openly. This is the only layer that is the same for everyone.
Your provider’s platform fee. You cannot connect to the WhatsApp Business API directly; a Meta partner gives you access and charges for the software around it — the live chat, the automation, the AI. 2. Meta’s AED card for the UAE, message by message

Meta bills per message, by category. For a business in the UAE messaging customers in the UAE, the rates are:

How to read it. All five rows are Meta’s published AED card effective 1 October 2026. The service row is what applies to replies inside the 24-hour window from 1 October 2026: Meta’s rule is that, market by market, a service message costs the same as a utility message, so in the UAE the two rows match. Meta may change its rates only on the first day of a quarter — 1 January, 1 April, 1 July or 1 October — so a revised card can only take effect on one of those dates.

Two figures for context from the same card: a marketing message to India is AED 0.0433; to Saudi Arabia, AED 0.2115. The card is per recipient country, not per sender, so a UAE business messaging a customer in India pays the India rate. Rates are Meta’s, passed through with no markup; +VAT where applicable. 3. Per message or per conversation?

Meta moved from conversation-based pricing to per-message pricing during 2025. The 24-hour window still matters, because it decides what kind of message you are sending:

  • When a customer messages you, a 24-hour window opens. Inside it you can reply freely, in your own words — service messages. Until 1 October 2026 Meta did not charge for them; from then they are charged at Meta’s service rate, which in each market is the utility rate, as Meta’s card shows.
  • Outside that window, or to start a conversation yourself, you must use a template Meta has approved, and you pay the category rate above per template message.
  • Practical consequence: replies are now messages Meta prices, so what a chat costs depends on how long it runs. A reply is a fraction of a dirham; ten of them in the UAE come to at most about AED 0.58. A business that mostly broadcasts still pays marketing rates on every message, which are the highest on the card.

4. The free entry point

When someone taps a click-to-WhatsApp ad on Facebook or Instagram and messages you, a 72-hour window opens, and the messages inside it stay free. They stay free after 1 October 2026. 5. What a UAE business actually pays in a month

Take a real-estate brokerage in Dubai receiving 300 enquiries a month, answering all of them with an AI agent and sending one utility reminder to each lead. Every input is an assumption for illustration: 10 BEE replies in each chat, none of the chats started from a click-to-WhatsApp ad (so every reply is charged and Meta’s part is a ceiling), and 20 marketing templates. Meta’s part is at most 194.31, whichever plan you are on. On QueenBee Pro it is about 20% of the total; on QueenBee Max, about 25%. The rest is the platform: a fixed fee for the number and a price for each AI conversation. That is why comparing providers on “price per message” misses the point: compare the platform fee, what it includes, and whether the provider marks up Meta’s rate. 6. Questions to ask any WhatsApp Business API provider in Dubai

  1. Do you bill Meta’s published rate, or Meta’s rate plus a percentage? Show me the card you bill from.
  2. Is there a per-message platform fee on top of the subscription?
  3. Is the number mine? Can I take it with me?
  4. What counts as a billable AI conversation, and is there an allowance I can run out of?
  5. What replies inside the window — a person, a menu, or an AI agent — and how fast?

7. What changed on 1 October 2026

From 1 October 2026 Meta charges service messages — the replies a business sends inside the 24-hour window — per message, at the same rate as utility messages in each market.
